The seasons will be changed, the earth will produce only bad fruits, the heavenly bodies will lose the regularity of their movements, the moon will reflect only a feeble reddish light; water and fire will lend convulsive motions to the earth's sphere, causing mountains , cities, etc., to be swallowed up. January has become unwintered just as Dante foretorld it one day would. the reason for this 'unwinterin' is due to the Julian calendar which makes the year 11 minutes and 14 seconds (very roughly one hundredth of a day) too long. In Dante's time, therefore January began, by calendar, a little later in the real year every season; and thus in the course of ages, it would begin so late that winter would really be over before we came to New Years Day by calendar. The substitution of an immense period for a short one is parallel to our 'not a thousand miles hence.' And this is the meaning behind Beatrice's words found here:

But, ere that January be unwintered by that
hundredth part neglected upon earth, so shall these upper
circles roar

The above footnote explaining the words of Beatrice is found in the Carlyle-Okey-Wicksteed translation. By all appearances Dante Alighieri has given a time table when his prophecy or his vision for the restoration of the Holy Roman Emperor is to take place. This is to take place when January becomes 'unwintered' Notice too that before these lines Dante tells the world that when the seat of the Holy Roman Emperor is vacant their is no one to govern upon earth:

And thou, lest thou make marvel at it, reflect that there
is none to govern upon earth, wherefore the human house-
hold so strayeth from the path.

Is the world govern properly today? You're a demented fool to say yes it is govern properly. So no, the world is not governed as it should be according to all logic. What is missing that the world is not governed properly? The Holy Roman Emperor no longer governs the world therefore there is no one to govern upon earth. The modern democratically elected heads of state are not true governors - they are usurpers. This should be apparent to all. But when January becomes 'unwintered' will the world be governed as it should be governed Dante promises here:

that the fated season so long awaited shall turn round
the poops where are the prows, so that the fleet shall have
straight course; and true fruit shall follow on the flower.

So look for January to become 'unwintered' and know that Modern Democracy is at its death door. The restoration of the Divinely Ordained Authority of the Holy Roman Emperor is near.
